Who should pay for a seller’s mistake and are we really safe?

I have made a purchase in value of $25.99 USD on one of e-stores online and received wrong item. After opening a dispute and failing to sort it out with a seller directly, I have issued a claim providing all the evidence needed.

After that, PayPal have sent me a letter stating that they have decided the claim in my favour and in order to receive a refund, I am obligated to return the item to the seller.

Based on the charges of Post Office, return of this item will cost me additional 12 USD.

My question is: who will cover the additional postal expenses (which is almost half of the original price)? How’s that a Byers protection and what good of a refund if I still lose money?

I want to remind that Seller has acknowledged this mistake being made on their behalf. Is it fair for PayPal to ask me to return this item and pay for it too, even knowing that this mistake was made by seller?
