Seller willing to refund but saying not able to

Hello!

 

I have an issue hoping to solve in a good way.

what is the case:

 

I bought a machine from someone and paid via PayPal..

I send some mails to that person but didn’t received any reply's back for 21 days.

I thought he was vanished and i decided to file a dispute.

Immediately I was receiving mails from the seller and also answers on the mail I didn’t receiveas a 'proof' he did responded before indeed. ..(can't them find in the spam as well) but i'll give him the benifits of doubt and I might been to quick to file a dispute.

 

But, he is still working on the machine. It’s not finished yet.

He needs the Papal account to buy parts for the machine, therefore he asked me to close the dispute and not upgrade it to a claim

I called customer service. They advised me not to close it, once closed not able to be open again.. and I have not received the machine yet.

 

So I suggested to the seller to refund my money now and I'll make a new payment after that.

So the new payment is insured again. And he's able to send the machine.

 

He is now willing to refund. but he says it’s not possible because of the block on his account..

How will he be able to refund the money?

 

How can we solve this in a good way, me not losing the money if he decides not to send the machine?

What happens if I upgrade the dispute to a claim?
if this is really a honest person I don’t want him to have troubles with his eBay and PayPal account..  (getting black list or something )

 

any suggestions what to do?
