Seller not responding to a claim. How long does the seller have to respond?

I won an item on September 22 and I paid right away because I wanted the seller to be happy.    When I didn't get the item I emailed the seller and he said he might send it out Monday 27.  I still don't have it.  According to the item description it states Expedited Shipping.  Most sellers ship within  a day or two.  The other day I filed a complaint against the seller but he has yet to respond.  How long does Pay Pal allow the seller to respond?  Like I said most sellers ship pretty quick.  I had another seller try to pull something.  They sold me an item that was missing pieces.  I filed a complaint against the seller.  I did what Pay Pal wanted me to.  I sent the item back to the seller priority mail with  a tracking number.  According to the postal service several notices were left for the seller.  He never picked the package up until the very last minute.  This would have meant I would have had to wait weeks for my money to be refunded.
