Paypal protection not what it claims to be.

I purchaed items from China Merchant using Paypal Oct 2010
I never received the items, so I opened a claim at Paypal. Dispute case: PP-001-143-890-485
The merchant provided a tracking number That he shipped the item. When you go to the tracking, all it shows is the post office is notified that package is being prepared for shipment.
Paypal accepted this as valid proof of delivery, and closed my case.
I am sure it is a lot easier for Paypal to close these cases than dispute and try to reverse the payment.
I will not use Paypal ever again. My American Express Gold will cover all these nonsense, without taking the easy way out.
If you promise buyer protection, make sure you deliver on your claim. Not just take the easy way out!!!!

Any chance you still have the tracking information? I've seen a few of these complaints lately but all were tied to a courier company I've never heard of. I am wondering if a bogus courier scam is in the making.....

I am dealing with the same exact thing right now. I contact USPS and they have no further information. The fraudulent seller gets a label number for shipping and provides that to PayPal and they consider the item to be in transit when it is not.

Even when Paypal closed my claim, I wrote Paypal to complain, and told them to read the USPS tracking info.
They emailed me back and suggested I read PayPal Purchase Protection
I beleive Paypal employees need to read it first. Paypal Purchase Protection Paragraph 13 states:
13.1 Types of Problems Covered. PayPal Purchase Protection helps you if you encounter either of these problems:
You did not receive the item you paid for with PayPal – “Item Not Received” (INR), or
They are supposed to cover : Items you did not receive, not items that just show tracking number.

I ordered 2 bluetooth headphoes, and a mouse.
Paypal never asked me this question, so it did not have a bearing on their "UN"decision.
Someone at Paypal just didn't want to spend a little time to investigate.
When you buy with a credit card, at least you have a right to request for a charge back.

I still can not figure the logic the Paypal closed this claim. Per their own rules, I can request for a charge back when I do not receive the item.
If China post shows delivered, and US mail tracking shows china is preparing the shipment, something somewhere is wrong. The buyer should not be penalized for this issue.

Here is the tracking number they provided.
RR847732623CN
USPS tracking shows: "We have received notice that the originating post is preparing to dispatch
this mail piece."
I guess that is good enough for Paypal. The package is being prepared for shipment since Nov 2010.
Paypal used to be good when investigating disputes, but now they don't even bother to investigate and read USPS tracking info. They just see a tracking number, and accept it a s delivered parts.
This is a good lesson for me to use my credit cards from now. At least I can refuse to pay them based on non delivery.
