Paypal is a joke and not to be trusted

Paypal lists rules regulations and say they can protect you and your sales or purchaces. That is now to be known as completely out of context. What is listed is not true, i purchaced a camper that is not covered by the ebay motors but when reading the paypal rules one dispute listing is not as discribed. When i picked up this unit the payment was not showing as one full payment but in fact it was changed to a down payment that I did not pay. So this is the reason that paypal scamed out of a tight spot. The seller chadf1421, was challanged by me due to the listing as follows. "

You are bidding on a 1978 coachman cadet 5th wheel rv. Condition is used, has new carpet inside installed about 5 years ago, resealed on roof 5 years ago, needs a peice of paneling in bedroom area but will fix myself if need be. does not leak.

The rv has a stand up shower, toliet, sink, stove, fridge, ac, heat, and able to hook up to a generator, has place for a deep cycle battery, and comes with the 5th wheel hitch, which is a reese. Rv also has capabilities of running the fridge off propane as well which is a sweet option. also has water pump for shower.

I bought this rv from a co-worker how owned it for 15 years and used it twice. Believe i am the third owner.

Payment must be made through paypal only, buyer is accepting terms of no warrenty implied, as is, where is, and buyer must pick up within 5 days of purchase after payment.

50 percent of payment due within 48 hrs of aution closing, then rest due within 3 days.

Buyer responsible for pick up and shipping."   I also have responces from seller on questions and then was not backed when i went to pick up the unit.

 Dear cal357,

the tape that you see from the pics was placed their to prevent leaks from
starting. the camper had the roof redone about 5 yrs ago and they put
sometype of rubber membrain on this, well over the years the edges started
to peel up and the aluminum tape was place to help keep it from creating
leaks

Dear cal357,

the tires appear to be in good condition, lots of tread left not dry
rotted, i will send to pics tonight. not sure what the wheels are, probley
ford or dodge 15 inch, tire size appears to be 7.00-15 lt. no spare, not
sure when bearing was packed, their is no receiver hitch but shouldnt be a
problem to hook one up. i feel comfortable in saying that the rv will pull
nice down the road, you will need a brake assist for you truck. like i said
its a 78 as is, where is, no implied warrenty at all. also, if this was
total junk i would scrap it before attempting to sell.

Well, most of that rant is unintelligible with impressive leaps of logic.

You bought a 32 year old camper and expected it to be in better condition than it was.

The seller was upfront in that it was "as is", so you should have inspected it when you picked it up, but you obviously didn't.

Not surprisingly, the item has issues - what the HECK did you expect?

Likely, this was an off-ebay transaction or you failed to file a dispute within the 45 day time limit as well.

Paypal can't protect you if you do not follow the rules.
