I won my case against the seller. He never shipped me my order and I am out over $400. My concern is this, in the email from Paypal, it says if the seller has insufficient funds it will limit the sellers capabilities on Paypal. How does that help me get my money back? I have also noticed that on the seller's webpage, he has changed his paypal account email address, so I am pretty sure he probably either closed his old one or emptied it out. What can I do to get my money back?
