Paypal dispute still open, now going on for 30 days!

Well I had ordered some circle lens(contacts) from a website that accepted paypal. I knew that if I used paypal I would have a 0 chance of getting ripped off! Well I ordered them on August 8th and it is now October 12th. I had opened my dispute for not receiving them on September 13. On their website it says "Delivery for international registered air mail will take 14 to 25 business days". It has been way past 25 days! The good thing is there is a tracking number.........But for the past two month's it has said this "We have received notice that the originating post is preparing to dispatch this mail piece, Information on this item has been restored from offline files and will be available online for 30 days from 09/30/2011". It is taking paypal forever to look over the case (is that a good thing)? Also will paypal side with me because the seller said on their website it would take 14-25 business days? Or will paypal side with them because they have a tracking number. Also I searched this on yahoo answers "originating post is preparing to dispatch" and someone had asked why it was taking so long for their order from china and left a tracking number. This question was asked a year ago, and I copied the tracking number and tracked it on USPS and it said "originating post is preparing to dispatch" STILL! They had asked this question a year ago and their item has still not been delivered. I think the same thing is happening to me:(
