Pay a lot as a victim?

I sold item on Oct 29, 2010.
Paypal told me the address is confirmed and I am eligible for "seller protection".
After I shipped the item. The buyer reversed payment. I have to call UPS to return the shippment. I lost about $30 on shipping (shipping and return fee). Fortunately UPS got my item back.
But now I was charged another $28 fee by paypal as a "chargeback settlement".
I am a victim of a fraud? (the buyer is suspended by ebay now).
Where is the "seller protection"?
Why paypal always want to charge fees and give no protection?
