Pay-Pal 'requires my action' but will not let me update dispute!

OK, this is beyond frustrating. My claim with a fraudulent seller from iOffer has reached the stupid point. He gave Pay-Pal a FAKE/FALSE tracing number, likely to delay action and allow him enough time to pull his funds and close his bank account.
All Pay-Pal has to do is run the tracking number to see it is not valid.
Pay-Pal now lists this as "Requiring your action" (as in me) but when I log in, there is NOWHERE to actually update the case! Nothing. Nada. Zip! If I do not update the case, it will close automatically.
How am I supposed to update this case if there is no way for me to update the case? I have been trying to figure this out for hours! WTF?!
Can someone please tell me if I have gone mad?

No. You haven't gone mad Paypal is very user UNFRIENDLY. You can't respond even if you wanted to. I am out 1600.00 because of a buyers chargeback to which I responded immediately by offering a full refund when item is returned according to Ebay and Papal rules.They posted that they received my fax but still says sellers action required to which they don't allow you to respond. Well I haven't received my merchandise and the buyer gets to keep his money plus the merchandise. I faxed in my correspondence and all necessary proofs , and they acknowledged of receiving it . But now I reached them on the phone and they tell me to wait for 75 days. I am furious it looks like Paypal scammed me out of my money. I feel your madness. I guess we have to keep on fighting for our rights. Keep the pressure up.
