How do I reopen a closed resolution case

I keep receiving form letters in response to my emails. Paypal has made a decision not to refund my $ and closed the case without reciving the details from me - the buyer. The seller told me I could return the item if I was not happy. When i decided to return the item they refused. I have email documentation to support my side.
Who do I email to get this case opened again with more details?
