Seller wants me to end dispute before they can pay me?

I purchased 2 items from a seller, only one of them got shipped to me.. So I asked for a refund for the other item. After numerous attempts with no luck, I filed a dispute... Now the seller says they cannot refund my money until i end the dispute? I have never had to file a dispute before, but I heard that I cannot reopen a dispute once it is closed, so I'm
afraid this is a scam. Since I told them I would not close the dispute I haven't heard anything else from them. what do i do? Go ahead and escalate to a claim?
