Help with dispute, seller won't ship

I filed a claim today for a custom item I ordered. It was supposed to take 2 weeks, and today was day 41. After several tries to email the seller, she would not answer me, so I filed a claim. I also sent her emails from another account about ordering items, and she was responding within seconds thinking she was getting a new order, so obviously she was ignoring me. She responded today that since I filed a dispute, the money is on hold, and she cannot print a shipping label because her account is in the negative. What can I do? I am afraid that if I cancel the dispute, she will not ship, and then I have no recourse.
