Paypal sent 3 deposits of mine to some stranger's account but at my bank. They disbursed $252 of my money and say there is nothing they can do. Do you suppose they have a dishonest person working there? Any thoughts on this?

More likely, your account has been hijacked and the hijacker added this phoney account to your list and made it the default.
I would check that and, if it is the case, call the police.
If not, and if the account information is accurate, it's paypal's responsibility and they must make good on it. Call Paypal again and talk to a supervisor.
If you can't get any satisfactory explanation, you might have to sue them.
How did you find out it was a diferent person at your bank?
