For what 145$?

I have received the following letter:

Add a payment method and pay now

You owe a total of $145.00

This is the total balance for cases where we've issued refunds to the buyer on your behalf.

Please add a payment method to your account that we can use for reimbursement. Once you add a payment method, we will change your payment method for each outstanding case and use it for any future reimbursements owed to eBay.

What does it mean?

I had a dispute with buyers from Indonesia and Croatia. They long couldn't receive the prizes. I have officially inquired the post authorities and have begun search of departures.

I have official answers that parcels have been handed over receivers. With Indonesia a situation strange. I long searched for its parcel. It has appeared that it lies some months on mail and waits for the receiver. To me have in writing reported a name, phone and the address to whom and where the receiver in Indonesia should address. I all it has reported to the buyer. Then, I have received писменное the notification that the parcel is handed over it.

For what 145$? What I have diligently executed the obligations of the seller and has resulted the buyer for a hand on mail in Indonesia, literally?

That means that ebay wants you to add a billing source to your ebay account.

Sellers have to have a checking account or a credit card listed with ebay to sell.

Ebay will now debit that account, when they have to refund a buyer under the Ebay Buyer Protection Plan.

Since you don't have a valid checking account or cc on file with ebay, they want you to add one.

Once it is added they will debit it for the chargeback amounts.

If you don't add one, you will not be allowed to sell anymore and will be turned over to collections for the chargeback amount

Pay pal was closed and I never did see $145 put in this account for anything.  Please advise if this transaction was done.  If so then please forward showing such so I can reinburst the customer.  I need to close the account cause the party has died and I do not WANT this account active.  I do not know anything about fulfilling their orders Please rush answer ASAP
