Complaint about Paypal - address? Email? Fax?

Hi to whomever is reading.... 

I recently encountered some problems with Target taking two payments with my paypal account.  I thought paypal was going to help but they first told me a few things. 

A.  they were not authorized to call Target to help settle the problem -- fine. 

B.  I asked them to fax my bank a simple letter stating the order was canceled -- she literally said they do not have faxes or the ability to fax.  Yea Right!!

C.  She told me she would email me a letter so that I could bring it to my back.  That has yet to happen. 

My point and my question is...  does anyone know of an address or way to formally write a letter of complaint to Paypal.  I do realize that it will probably go unanswered in the grand sceme of things.  But I thought I would give it a try. 

Any help/advice would be appreciated.  Thank you.

There might be a direct E-mail address out there somewhere but I haven't found one, nor a Fax number.

If you log in to your PayPal account and go through the "Contact Us" Help screens, you can get to an E-mail form and send them a message, but it doesn't give you an actual E-mail address.

Of course, they have a telephone number, although that gets you to talk to someone in the Philippines.

However, if your complaint warrants it and you can talk your way into having the call "escalated" (that is, given to some kind of supervisor) then you might finally talk to someone in Omaha, Nebraska where - surprise! - the language of the day is American English.

By the way, if you have trouble contacting them by telephone, be sure to go through the Help screens far enough to get a PIN number first. Makes getting someone on the phone faster and easier.

I checked the website as well as I could...  and the email option is for problems with other customers not actually paypal.  And yea I called them when I had the problem and unfortunately I do not have a single name because I couldnt understand them when they said it.  Then I did have them escalate it, she was the one who was the problem too. 

Thanks for the reply though.... I appreciate knowing I am not the only one trying to get somewhere with this company.

Sorry to hear about your experience, I think that is why PayPal would rather stay anonymous?? The same thing happens when you go to their resolution center, they do not give you a place to answer their solutions!! Good Luck
