Closing Dispute before recieving item?

I bought game currency from a website (maplestoryer.com) and they wanted to give me 100 million when I ordered 155 million(game currency). I opened a dispute,, but they want me to close it before they give me my curreny in the game. Also, they aren't responding to my Dispute messege, but directly emailing me, so that its perhaps not on record? Are they scamming me, so that they can run with my money, since I can't open the dispute again?

Cheryl Tang: Ah, but what if I do not get my mesos after I close it? Once you close a dispute, you can't open it again. And either way, you're supposed to close the dispute after the transaction is 100% completed.
Miles Xie: sorry, we wont deliver it to you if you dont close the dispute
Cheryl Tang: Paypal says we are supposed to complete the transaction fully before closing the dispute. Since one party could not live up the deal.
Cheryl Tang: And once I close it, I can't re open it if I get scammed 😛
