Claim due date has passed and still no info. Now what?

A buyer claimed that what I sent was "not as described" when the actual issue was shipping damage. Rather than starting a claim against the shipper, the buyer opened a claim with Paypal stating that what I sent was damaged. Funds ($950.00) were held for over a month, and have still not been released past the due date of the resolution. How do I get the funds released back to my account? The buyer has (in my opinion) abused the resolution process to attempt to get his money back instead of going through the shipper for insurance to cover shipping damage (I DID ship insured..) . I am at a loss to find phone support for this issue, where do I go for a resolution?
