I'm totally shocked here again with Pay Pal.
I'll try to keep it short.
I sold a dress on ebay.
The buyer received it, everything was fine. then about 3 weeks later she asked me if I received a dress back and where is her refund...
She did not contact me before that about the problem. so I found out, that the dress didn't fit, she just decided to ship it back without contacting me, without even a signature confirmation, she shipped it to a wrong address (because she did not ask me to provide the address for return). of course mystically it got lost, I never received the dress back. I don’t know even if she ever shipped it back or she is just a scammer.
last week, OVER 2 MONTHS LATER, she requested her money back through her bank, buyer's credit card company reversed the charges for a payment I received. Pay Pal did nothing to help out here.
it's not the first time, after Pay Pal claims it's super buyer protection, but it turns out there is none.
So now, I’m without the dress and have 372$ loss.
What would be my next step here? I don’t know from what to start.

You should be providing your side to Paypal on this - they will tell the CC company about it.
There will likely be a note about a chargeback in your transactions on your account page in your paypal account.
The CC company always provisionally finds in favour of the buyer, then takes up to 75 days to review the information you provide, then they may make a final decision in your favour.
Sounds like you have a good chance of winning this - just go through the steps.
