I sold a program i made to some guy and once i gave him the files he did a chargeback on paypal and said that he would get his money back and the program and laughed at me. What am i supposed to do? I have no money in my paypal; will paypal take his $30 out of my credit card or bank without my permission? This guy is lying and is going to get away with his money and my program at this rate...

Yes, he's going to get away with it unless you remind Paypal that they do not provide buyer protection for virtual items.
It's a toss-up which way it'll go - they don't provide seller protection either, but it's the only shot you've got.

By the way, Paypal already has your permission to withdraw from your bank account - it's in the User Agreement that you agreed to when you opened your account.

Ok i'll try it. This guy is from Turkey aswell. Everything seemed bad about the deal but I gave him the benefit of the doubt and look what happens... Where should i tell Paypal it's a virtual item?

Where he from is irrelevant in this case. There are more scammers in the US than in Turkey, anyway.
From the Paypal Help section;
Question : Answer : You can respond to a dispute and/or provide additional information to PayPal by fax or online message post.
To submit information by fax:
- Print and fill out the fax cover sheet we provide in the Resolution Center. Submissions without it cannot be processed.
- Log in to your PayPal account.
- Click Resolution Center.
- On the Claim Details page of the Resolution Center, click Resolve Complaint.
- Select I will provide other evidence for this dispute by fax, file attachment, or note.
- Click Continue.
- Contact us by phone or email, and we will provide you with the specific department fax number. (Click Contact Us at the bottom of any PayPal page, then click Call us.)
- After you send your fax, we'll email you to confirm that we received your documents.
To submit information by online message post through the Resolution Center:
- Log in to your PayPal account.
- Click Resolution Center.
- On the Claim Details page of the Resolution Center, click Resolve Complaint.
- Select I will provide other evidence for this dispute by fax, file attachment, or note.
- Click Continue.
- Fill in the subject box, providing brief, factual information in the note box.
