Buyer Protection/Claim Problem

Currently, I have an item under buyer protection dispute, I was instructed to ship the item back to seller, which I already did.
The item has already reached seller's location, but the seller was not available to pick up. The post office will only try 2 times to deliver, after 2nd time, it will hold for 5 days and if the receipent is not picking the item, it will be returned to sender.
With this, the buyer is **bleep** because 1) money is spent on returning and 2) item cannot be delivered only because seller is not available or refuses to accept delivery.
What will PayPal do for this type of problem? With this set up it means the buyer protection is meaningless or useless, because at the end the lost is on the buyer side. And even worse, the buyer already spent extra money to return an item that cannot be delivered.
Anyone experienced this before? Should I go to the credit card company to dispute if it ends up that I cannot get my refund?
