How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If you lose because seller provides a fake tracking number then post back for more advice.
If the item arrives and its tat then make sure you CHANGE the dispute quickly before it closes to not as described if too late contact customer services to open a second one for you.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will chargeback.

Also make sure you have activated the below link in case you have to return the item when Paypal requests you to....or the correct one for your country.

I ordered a laser engraving machine in the online shop and received a cheap ring. After contacting the dealer, I received the following reply: "Dear Customer: We are deeply sorry to hear that you are very dissatisfied with the product you received. I will provide you with two solutions: 1. In order to express our sincere apologies and reduce Your loss, our company has decided to refund 40% of your total order as compensation. You can keep the product without returning it. 2. You can apply for a full refund, but please return the items you received. Due to the impact of COVID-19, customs and post offices of various countries have accumulated a large amount of goods, which has caused delays in delivery. Therefore, it is very troublesome to return the goods to China at this stage. In order to save your time, we believe that partial compensation is the fastest way to solve this problem. Looking forward to your reply. " Despite multiple letters that I would like to have the purchase price reimbursed including shipping costs, I have not yet received any money back. I see it as a clear attempt at fraud and have filed a complaint. Attempts are made to send rubbish to customers in the hope that they will not complain or accept their partial refund offer. I was even warned against a return, as it would take a long time and if the shipment is lost or damaged, there is no money back.

I bought the product as a guest on another person’s computer. I can’t file a dispute. My bad, I know. I just want to know how to get them shut down.

Exactly identical story here. 100% down the line, same thing happened here. Ordered laser engraver, got a ring and the same email. How do we get this info out there? It’s fraud.

I just opened a case for the exact same reason! EVERYONE BE WARNED!

 

I ordered their laser engraver, received a cheap ring.

I had no idea why I was sent a ring, and am so glad my gut told me not to throw it out, initially thought it was something to do with those un-solicitied mailings everyone seems to be getting lately - I only realized this was from vecnice after they sent my tracking information which matched the ring's packaging! So so glad I kept it so I could photograph the package with their tracking number and it clearly being labeled as a ring in the customs declaration. If I would have thrown it away I wouldn't be able to prove anything. If they had marked it engraver I'd of realized right away it was wrong item sent and contacted them immediately. Now after reading they are doing this to others maybe they mark it this way so you forget about the engraver and/or don't associate this parcel with that order so they have proof via tracking they sent something and it's on you to show otherwise.

 

They tried to get me to keep it for a 40% refund - NOPE that ring isn't worth a quarter in a kids toy vending machine! They want shipping with tracking to send it back but it's more than the original order is worth so I said no problem but send a prepaid label and never heard back. 

 

Hopefully PayPal can and will help with this - waiting on a resolution which is marked estimated Feb 8, fingers crossed.

UPDATE
Palpal has issued a full refund! Case closed!
As part of the resolution vendor offered a partial refund (less then previous offer via email) which I rejected. After a few days Palpal sided with me and issued a full refund. If you got scammed by them open a case! I hope paypal blocks them/their website - I never would have purchased from a vendor if they didn't accept paypal for this exact reason. Thank you Paypal!!!!!!

I opened a case with Paypal which has now closed and Paypal sided with me and issued a full refund. If you were also scammed by this website open a case with Paypal - they will help you!
