trying to upload photo to resolution "invalid"

I ordered a gift sent. It was not received. Tracking said it was delivered but she did not receive. I am in resolution center trying to upload receipt

 I have tried jpg, pdf, png. nothing works. It does not upload. It shows a trash can. 

HELP please.
