resolution center problems

I purchased several items online and afterwards, (Before the items were shipped) I realized that did want the items and tried to cancel.  The seller consistantly would not cancel my order.  I then opened a case with paypal (Again, before the items were shipped) .   After a few days, Paypal issued a ruling that was not in my favor, possibly because the items were finally shipped.    The shipment arrived, but containing only 2 ofhte 5 items ordered.  I tried to reopen the case with paypal since I did not receive my full order but it paypal will not let me choose that option.  Help!  Please!
