refund transaction not posted to my account

hello, I raised a dispute on a particular transaction. The seller issued refund and gave a transaction-id. The paypal without understanding the transaction, issued a judgement infavour of seller and did not post the refund to my account. The merchant is not giving the money back again. How to make paypal to post the refund to my account. I left messages. They closed the messages without resolving.

As you haven't said which dispute you opened / if you escalated to a claim and what paypals decision was then sorry can't advise.
