Not all permanently limited/banned accounts get fined. You will know for sure, when PayPal adds a transaction deducting an amount with memo indicating it is a fine in violation of user agreement or acceptable use policy, in your account activity. From what I have observed from reports is that it occurs a near the time before 180 days are up.

There are many, many reasons why for the ban. Some are mentioned in the user agreement (including all documentation linked to it) and some are (remotely) related but not necessarily mentioned. Or, your account seems to pose a security or financial risk to PayPal. On the other hand, it can just be a misunderstanding or false positive by PayPal's risk model. Due to Covid-19 PayPal staff is reduced but you can ask for an appeal.

1. Log on.
2. Click HELP at the top menu.
3. Scroll down and click CONTACT US.
4. Scroll down to click CALL US or other contact options.
