limited account, unable to withdraw money from paypal

I have received some money through PayPal 

I am Iranian but a Japan resident, and I have created the account in Japan.

WHY I can not get my money?

however, it is not much but I am surprised by this behavior.

thanks for your response and sorry for my late reply.

actually, whenever I click on withdraw button there would be an error with this note "There’s an issue with your account"

it is so ambiguous and vague

Have you completed the I.D verification requirement as per link and added and confirmed a local ie Japanese bank account?
