item not received

I did not receive the item from a seller.  Now the seller has disappeared.  She sent a tracking number that does not provide an address of delivery only a town and did not insure the item.  Paypal has denied the claim because there was no choice for item not received.  What is the recourse?

Welcome to the Community! I'm sorry to hear you're having trouble with this order. It is common for most shipping companies to only display a city and zip code for security. If you have not done so, I would recommend getting in touch with the delivery company to confirm the full address the item was delivered to. I would also recommend getting in touch with our customer support team to review further options. You can get in touch with our support by selecting Contact at the bottom of any PayPal page. Support is also available through Facebook Private Message or Twitter Direct Message.
