Hello, i am yang <removed>, i am having issues with my balance, i can not use it anymore, i opened my account when i was studying in Greece, but now i came back to Rwanda and i want to send my balance to someone in America so that he can send it back to me with any mean, please help me to get my money its my account i am not a scammer.

Paypal is country specific so you should only open a paypal account in the country where you are living, so if you were in Greece why did you open a U.S paypal account?

Its against paypal rules to use another countries paypal account and with a paypal account in Rwanda you can only send payments funded via a credit card but cannot receive paypal payments.

So even if you could send the funds to someone else it would be a waste of time as they would not be able to send it to you in Rwanda.
