eBay purchase - PayPal Dispute

I had someone purchase an item in April 19, 2019. They opened a case via PayPal June 27, 2019. They say the car radio was broken - there were some issues with the radio but they were listed in the listing. Can I decline their case since it has been over 3 months? They couldn't do it via eBay since they had 30 days. I'm not finding anything on PayPal about this. What can I do?

A buyer has up to 180 days to make a paypal dispute for received but not as described (same timeframe most card companies give you).
As paypal never see the actual item then they have to make a judgement call.
If they find in favour of the buyer then normally the buyer would have to return the item back to you (trackable to prove delivery) before you had to refund.
Advice is voluntary.
