e-check still pending

A customer opened a claim on an item I sold them, while we were working out a partial refund paypal put a hold on my account of $590 and my balance went to -$590.00. During this time I submitted a payment for $1500.00 via e-check.  Now, on my bank statement, it shows a paypal payment of $2090.00.  The initial claim of $590.00 has been closed and a partial refund of $200 has been issued, payed and cleared, but paypal is still trying to transfer $2090.00 from my bank.  The transfer from my bank has been cleared for a few days but my paypal balance is $0.00 and the $1500.00 payment is still pending.  

I am really not sure what is going on and haven't received any help from paypal about it.

The extra 1500 will get back to your PayPal balance once the payment clears/paypal credits your account. Bank payments are slow. The perception of it being fast is that PayPal fronts the money ahead and then awaits for funds to clear on their end. So if you sent eCheck or the instant transfer option is not available, all parties wait.
