case closed still no refund

I was scamed by a Facebook post... i went through PayPal to distribute it and agreed with the seller to send the item back and i would get a full refund i did as PayPal asked i returned the item at cost of my own and the case is now closed but I still have not received my refund i received an email saying my item reached China weeks ago but I have now lost the tracking number i gave paypal i have tried  to reopen the case but it won't let me what can I do???? Please help
