case closed in my favour - will there be a refund?

First of all, thanks for helping out
I ordered a GBP 700 TV online to later find out that the seller is a scam. I paid him through Paypal
The payment showed as completed on Paypal, so I raised a dispute.
The case is now closed in my favour, but there's no word about me getting a refund.
Having browsed online about the website, uksuperdiscounts.com, I found that that many customers had reported the seller as a scammer and requested Paypal to block the entire website. Paypal did not do this.
Hence I don't know if it is the seller who owes me a refund (his PayPal account is probably depleted and has closed by now) or Paypal for not closing accounts and blocking platforms after repeated scams
