account limit - I can't send or pay any amount!

Hello dears,
my account is limited for a couple of months without any clear reasons! I have talked to the PayPal team via massage center and they asked me to upload a bank statement where I did 1 week ago, but till today I can't do anything and I can't talk or contact anyone and I don't have any notifications or emails about limitations! please advise.

I have provided everything that PayPal asked for, but they didn't replay yet, I'm trying to contact them for months but in vain, the last email that I received tells "we approved your address proof, please provide an ID proof", where I did since more than a month but nobody replied yet!!!!
that's really very annoying
