I was just charged $34.95 by Yahoo Small Business which is evidently Oath Holdings. I have no preapproved payment for Yahoo Small Business or Oath Holding but evidently they accessed my PayPal account and made a charge which hit my bank account. I disputed the charge not only with PayPal but with my bank. It seems there are many people having the same problem. How can PayPal allow this to happen? Anytime you still have an active preapproved payment under your PayPal account - even one that you cancelled 10 years ago, these companies can go in an charge your account anytime they want. I suggest that all PayPal holders go to their Profile, Click on Payments, then click on Manage Preapproved Payments. You will then see all the ACTIVE preapproved payments in your PayPal Account. I did the same and found I had preapproved payments that I had cancelled still showing "Active" since 2005.

I'm sorry to hear that a billing agreement payment was made without your prior knowledge. Please use the following links to re-secure your account and report any unauthorized activity. If any payments in question are the result of a valid billing agreement, please cancel the billing agreement and file a billing issue if you believe the merchant made the payment in error.
