When my account was limited I was told my funds could be withdrawed after 180 days of waiting. It's been over a year and I've had no information on this or method on how to do it.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
