Will Paypal refund the shipping cost higher than the item price?

I paid $11 for an item through Payapl, however, now I will have to return it and it seems that the cheapest option to return that item is ~$16. Will Paypal return $16 for return shipping in this case?

I have not capped the number of return shipping items yet.

If you activated the below link then they 'should' do so as you are allowed x1 per month claim for return shipping costs.
