My foreign buyers cannot make payments as PayPal says I am not accepting any now. I found that I have a limitation "PPL-249017956043" but I cannot find any where to see what it is for so that I can fix it.
Anyone know where I should look?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
