Hello, I am a new user of PayPal and from Bangladesh. I have a business operated from Cyprus. I have verify my email address, business name , profile and also the bank. Then, what the issue for this. Can you please help me. "At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services. Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money. " Thanks

Are you opening a Cyprus PayPal account from Bangladesh, a country PayPal does not provide services to? That violates the PayPal User Agreement. You also have to be based in a country that PayPal provides services to.

I have a business worldwide. So, I have open it and try to get payment and also pay for my workers.

Your business might be worldwide but neither Cyprus nor Bangladesh accept paypal. You might be able to use WesternUnion wire services. I used them with Pakistani buyers/selelrs.
