What can i do about a seller who has not sent my order and is avoiding me after nearly a whole year?

Here is the situation. November 23, 2020. I made an order with a seller to fabricate me car parts (a turbo kit) where i paid him $5443.15. He never gave me a finish time/delivery of the full end product and every time i kept text messaging him over Instagram for updates about my order, he would keep making up excuses and sound very sketchy and keep saying "its being worked on". Now come april 2021 (yes outrageous isnt it? thats nearly 6 months already), i told him i had enough and was going to ask him for a full refund and he immediately sends me a partial amount of the shipment (but these were the cheaper parts on the order that i could have easily purchased from any legit parts sale store online and not thru this dude). But he still HAS NOT sent me the bulk of the main order which was the CUSTOM fabricated parts (the turbo manifold, the intake side intercooler cold pipe, misc gaskets, the down pipe, dump tube AND the other half of the turbo charger which is the turbine housing.).
So what he did send so far ... was an incomplete turbo charger. WOW. It was amazing he literally sent me only half of a turbo charger so i dont even have a fully useable turbo charger that i can use if i just decide to stop wasting my time and buy another companies professional made manifold to fit the turbo charger onto. SO right now, got unusable parts sent, and the rest of the order has NOT been delivered.
And what am i to do? i think im beyond the 180 day dispute period because he keeps dragging on the situation and telling me "its on the way its on the way just be patient" ... so if he is telling me to wait because its on the way, im waiting right? So fast forward to June NOW, he tells me yes he has sent the remaining orders via UPS ... nothing. He gave me a fake shipping label from UPS that hasnt moved at all. Then come July, i contact him asking what is going on and he claims UPS has sent it back to him, but at this point i think he is just lying as he continues to make up excuses like "he was at a wedding and just this weekend he was celebrating his birthday" ... If you got time to be going out to the club to celebrate your birthday, you <bleep> sure have enough time to send out a fully paid customer's order ... Its almost AUGUST 2021, what the <bleep>!!!!
So help me out here community... what are my options? Am i **bleep** cause i am no longer under the the 180 day dispute period (i didnt even know this was how long we had, i always thought we could send a dispute anytime but i guess that was my fault for not knowing the amount of days you had to file a dispute... of course i wasnt having the intention of needing to file one because who buys stuff to expect to be scammed!!!!) Also from amongst the car community, alot of his other customers have claimed he has been very dodgy and sketchy as well and they at least got their money back via a refund AFTER they got to him in person (like actually confronting him). The sellers name is <removed> and he goes by the name <removed> on Instagram. So if you guys have any suggestion of what i can do or am i **bleep** out of my $5443.15 ? I'll say thats a HUGE chunk of money if you ask me ...

1. Small claims court if you have something like that in your country?
2. If you funded your paypal payment via a credit card then see if they will chargeback for you BUT you may be out of time with them as well.
3. Paypal give you180 days to open a dispute so sadly you are out of time.
Advice is voluntary.
