Want a refund from Depop

Hello

I bought a skirt from someone on Depop.. The day I opened the package I saw that it had pulled stitches and bobbles all down the front of the skirt.. PayPal have declined my wishes for a refund 3 times now (because it is apparently not enough that the material is not as described) but the item I bought was damaged and I was not informed of the pulled stitches etc on the skirt from the seller.  What can I do next? I disagree so much with not being able to get a refund so I want to keep fighting until I do because I feel completely taken advantage of.  PayPal are now ignoring my DMs on twitter and also emails so I don't know what to do.

In the event of an item received but not as described dispute it is always one persons word against anothers.

As paypal never see the item then they have to make a judgement call, sometimes the buyer loses out and sometimes the seller.

Item has to be 'significantly' other than described and in paypals judgement that was not the case when you buy a used item.

However just because paypal found against you it does not stop you from contacting your card issuer (if you funded your paypal payment that way) OR you also have the option of the small claims court.
