Undelivered items and no support from Pay Pal dispute process

I recently purchase an item from or via pay pal and the item never got delivered. I file a dispute with pay pal that was denied faster than I could dispute it. I have attempted on several occasions to make contact with PP to talk to someone with no luck. Have any of you found a way to contact a real person at paypal.? My next step is to file a criminal complaint with my credit card company and the police.

I received a tracking number for someone else’s order. According to Canada Post, the item with that tracking number was delivered at a different address, and it was addressed to someone with a different name. So, clearly not my order! The seller didn’t seem to understand what I meant by “This is not my order. Please send me the tracking number for my order!” After emailing back and forth for a month and continuing to get the response to check my tracking number, I escalated and filed a dispute. PayPal turned it down because “there is evidence that the item was delivered”. No **bleep**ing duh!! Yes, THAT order was delivered. MY order was not! I am out $40 Canadian, and the whole thing has me so angry. Idiots at PayPal!!
