Unauthorized Transaction on my account

Hello,
Someone was able to access my account and place an unauthorized transaction through Hudson's Bay. I was able to regain access to my account and change my password but when I tried to make make a claim through the resolution center it just says the following:
Unable to complete your request
We’re sorry, you can’t file a case on this type of transaction.
I have tried calling multiple numbers that all lead to a automated voice message system that goes nowhere and no one replies on the messaging system.
What irks me the most is that I got an email from Paypal that there was suspicious activity in my account and it said my account was locked (which is fine) but then somehow I got another email saying the unauthorized person was given restored access to my account SECONDS later.
I have been using Paypal for over a decade and never experienced anything like this before but I am starting to think it is not worth my time or effort to use this service.
