Unauthorized Netflix bill from Europe

I live in the USA and have not used Netflix for over a year.  I also never had my Netflix account associated with Paypal yet I just had a 7.99 Euro charge notification for Netflix.  I immediately sent a message to Paypal disputing the transaction.,  What did they say?

"We've completed our review of your unauthorized activity case, and we’ve determined there was no unauthorized use."

Are you kidding me???  I called Netflix and they immediately confirmed it was fraud and refunded the money.  Is Paypal buyer protection completely useless?  Really disappointed and have lost all faith in Paypal.  Not sure what to do since I sometimes use EBAY but Paypal does not seem to offer any protection for fraud and what if the charge was $2000?

Mine is for 17.99 Netflix Australia. 3 months of reoccurring charges. I do not even have a Netflix account, nor knew you could have reoccurring paypal charges. I received the same response and after speaking with 2 different paypal reps , (which is a time consuming event) was told they are legal charges and to talk to my bank. I am warning everyone about paypal now and how compliment they are in these schemes. I am furious and see multiple civil suits down the line for paypal. I am going to my bank and will then axe paypal as they offer no protection and their buyer protection is misleading to the point of it being a farce.

$2,000 for Netflix?  How could that amount be legitimate??  It’s laughable.
