Unable to Get a Refund...

So I've had to return an item due to the fact that the advertised item was quite different to the actual item I received, and therefore wasn't suitable to my needs. I contacted the seller to let them know and they agreed to offer a refund once they've received the item back, so I started the return process with eBay as per the norm.

 

I printed out the pre-paid shipping label, but found it was a Royal Mail label. Unfortunately, due to the current situation, ALL of our local Post Offices are closed and therefore cannot get the item shipped out via RM (and they don't do collections).

 

In the end, I bought a collection via MyHermes as I wouldn't have been able to get the item shipped out. I'm keeping an eye on the tracking, it seems they've attempted a delivery but no-one was available so they took it back... this is concerning to me.

 

Also, eBay is still saying I need to ship out the item by 9th June to complete the return process, but I shipped it out on 6th June and it doesn't appear i can change this status manually. If it stays at "Need to Dispatch" I assume the return won't complete and my refund will not take place?

 

So I looked on both eBay and PayPal to see if I could claim a refund in the event that the item is returned to me due to three failed attempts, BUT I cannot find ANYWHERE I can do this. If I get the item back and I cannot contact the seller to ask directly for a refund... how do I go about "forcing" a refund when there are no options anywhere to do so? I can't seem to contact eBay or PayPal as anything I try just sends me to the current returns cases on eBay.

 

Basically, how I do request a refund if:

1) The item ends up being returned to me after a failed delivery attempts

2) I cannot contact the seller to ask for a refund (they don't respond or ignore me)

3) The return status doesn't change from "Need to Dispatch" and therefore eBay thinks the return is still in progress

4) There are NO ways to contact eBay or PayPal about starting a claim, because the return is still on progress

EDIT: Turns out the shipping address (Allen Ford) is TEMPORARILY CLOSED until further notice, so the item will NEVER get returned! What do I do in this situation then?
