Don't believe them, if you close your dispute then they will ignore you.
You would not be able to open a second dispute OR re-open the closed one.
If they want to resolve things then they can refund you whilst the dispute is ongoing and that will automatically close the dispute.
If not then escalate to a claim for paypal to help you with.
