Tried to link my QIWI vcc

Basically, tried to link my QIWI Visa vcc and now there are a ton of limitations on my account and I have no idea how to resolve this. Anyone has any ideas?

It sounds like security was triggered when you tried to add the card,

Please make sure the card is in your name and the address detail match those registered with the card and on PayPal. QIWI offers some prepaid products that might not be compatible with PayPal. 

We would normally ask you to verify the account ownership through the limitations steps, these will need to be completed to in order to continue using the account
