Hello,
I purchased an expensive item on E-bay recently and paid through PayPal. Before purchasing the item I contacted the seller and asked if I could meet him to receive my item rather than risking having it shipped. (He lives in my area.) He said he was willing to meet me so I purchased the item and included the shipping fee to pay for his time and gas with meeting me. Today the seller has sent me a note stating that PayPal will not accept hand delivery as proof of shipment. He is asking me to do a money order at our meeting place (a WalMart) instead. Then he'll give me a receipt of purchase. He said he would put the money back in my PayPal account before we meet. My question is two-fold. Will he receive the payment from PayPal regardless of whether or not he has proof of shipment? If so, and he is receiving the money regardless of whether or not he has proof of shipment, then is he just trying to protect himself with verification that the item was received?

ask him to refund you now.
then bring money order and meet him at WMT,examine the goods and bring it home,end of the transaction.
he has no tracking which is fine as you did n ot use cc or paypal.you cant file dispute.

DO NOT go and meet him and pay for anything until the REFUND HAS CLEARED back to your funding source.
