The seller not responding after payment

The seller has not responded to my questions since I made payment on the 6th of May, 2021. I did ask the seller to send the shipping fees for expedited shipment through DHL. Since there was no response, I requested for refund of my money because I needed the item urgently. Resolution center was not helping matter too for appropriate headings for me to post my request. Often, my request was changed by resolution center. Resolution Center has closed my issue automatically even when the issue has not been resolved. Till date, I have not received the item or have a channel to request for refund. Please how do I go about this issue?

Did you open a dispute for non receipt of item? If not which did you open?
Did you escalate the dispute to a claim? If not did it time out?
Did the seller provide tracking? If so was it fake or sent to another address?
