My newly opened account is temporarily suspended how do I have this quickly resolved so that I can add my card. I have tried closing the account so that I can restart the process but I am not permitted to do so
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
