Suing PayPal to get blocked account funds.

After using PP for years to process product sales from eBay and our website, PP has blocked our acct so we can no longer pay for postage or take out operating funds, basically closing down our business!
We had opened another PP acct to receive funds from a separate ABnB business, and transferred those funds to our existing acct because PP would not let us connect any of our bank accts to the new PP acct. Apparently this was a bib no-no for PP, and they blocked our acct and demanded a lot of info from us on the acct we have had for years.
Now we just want to take our money out and cancel PP, and use another payment service (Payoneer?).
PP is not cooperating. It looks like the best route is filing a case in our local small claims court to force PP to disgorge our money.
Does anyone have an opinion on that? Or is there a simpler route?
